Abstract
Trust & Safety (T&S) practices have historically been developed in and for a predominantly Western context, neglecting the unique challenges and needs of the Global Majority. This chapter argues for a paradigm shift in T&S, centering the perspectives of the Global Majority and acknowledging the need to move beyond modest investments towards a more radical vision of equity by design. It highlights the disproportionate harm caused by existing T&S models, including misclassification of content, inaccurate information, and over-reliance on automated systems that lack cultural context. Fundamentally, it posits that the values underpinning universal policy approaches are based on Western concepts of free speech and user agency, which are experienced very differently in Majority World contexts.
By incorporating Global Majority perspectives into T&S research, policy and practice, we can foster more equitable and effective online spaces. This includes organizational change, prioritizing community-led moderation, developing culturally sensitive content policies, and investing in local expertise and regional innovation. This chapter outlines a research agenda and practical initiatives to bridge these gaps.
